The companion to the public OASIS TC Handbook. That document sets out the rules; this one sets out the operation that carries them out, with an owner, a system, a permission, a timing and a record for every step.

Every operational claim in this handbook traces to the fact registry that ships beside it, or is marked [VERIFY] and listed in Appendix A. Qualifiers are verbatim from policy. Where an internal procedure and OASIS policy disagree, policy wins and the disagreement is recorded as a defect to file, not reconciled in prose.
